OVERSEA STANDARD / FCC
FCC는 미국연방통신위원회(Federal Communications Commission)의 약자로 미국 내 전파자원의 효율적 이용관리 방안의
일환으로 주요전기·전자 제품에서 발생하는 불요 전자파(EMI)를 규제하고 있다. 이와 같은 규제는 연방통신법에 의거
실시되는데 위반 시에는 법에 따라 제품의 수입, 판매, 전시, 광고 등 유통 전반에 걸친 강력한 제재가 수반된다.
따라서 관련 제품에 대한 FCC의 인증을 받지 못하면 미국 내로 제품을 수출하는 것이 불가능하며 FCC인증 획득은 필수적인 것입니다.
FCC는 통신시장의 경쟁력 강화와 공공의 이익을 보호하기 위한 임무를 갖고 있으며, 의회로부터 지시 받은 사항으로 무선, TV, 위성, 케이블에
의한 각 주 및 국제적인 통신에 관련한 정책을 개발하고 이를 이행하는 독립적인 정부대리 기관이며 무선에 관련된 FCC 부서는
OET(Office of Engineering and Technology)입니다.
FCC의 인증이 필요한 관련규정은 CFR(Code of Federal Register) Title 47 (Telecommunications) 에
규정되어 있으며 각 Part별 내용은 다음과 같다.

CFR 47 Part 15, 18, 95등 규정에 따른 FCC 인증 대상 기기는 주로
송·수신기, 정보 기기 류, 방송 수신기(FM,TV,VCR), CB송·수신기 등이 해당된다.

FCC의 인증은 모든 대상 기기에 대해서 일률적으로 적용되지 않고, 제품에 따라 차등을 두어 적용한다. 이러한 차등에 따라 다음의 4가지 인증 절차로 구분된다.

| 의도적으로 전자파 에너지를 사용하는 송신기 및 일부 수신기 등과 같이 전자파를 많이 발생하는 제품은 전파 통신 체계에 큰 영향을 미칠 수 있기 때문에 FCC 등록된 지정 시험소에서 시험한 후 발행된 시험 성적서와 제품에 관련된 제반 서류를 FCC의 확인을 받도록 하는 인증제도이다. Certification에 해당되는 제품은 반드시 FCC ID.를 제품에 부착하고 사용자설명서에 해당 문구를 넣어야 한다. |
| Declaration of Conformity (DoC) |
| 승인 절차 간소화 및 규제완화 차원에서 일부제품에 대하여, NIST(The National Institute of Standards and Technology)에서 운영하는 NVLAP(National Voluntary Laboratory Accreditation Program)에 의하여 인정된 시험소 (Accreditation Laboratory) 또는 대만의 시험소(MRA에 의해 인정 된 시험소)에서 FCC 규정에 따른 적합성 시험을 한 후, 이 시험소에서 발행한 성적서에 의하여 별도의 승인 절차 없이 제품에 FCC 마크를 부착할 수 있는 인증 제도이다. DoC 인증에 해당하는 제품은 FCC ID. 대신에 DoC 관련 FCC 마크를 부착하고 사용자 설명서에 해당 문구를 넣어야 한다. 1998년 10월부터 FCC는 DoC 적용범위를 Digital Device에서 일부 수신기까지 확대 적용하고 있다. |

| 불요 전자파를 발생시키는 제품 중 전반적으로 제품의 Noise Level이 안정화되어 있어 통신기기나 다른 제품의 동작에 큰 영향을 주지 않는다고 판단되는 제품은 제조자가 직접 관련 FCC 규정에 따라 제품시험을 하고 FCC에서 정한 기준을 만족할 경우는 별도의 확인 절차 없이 FCC에서 정한 마크(문구)를 부착하고 사용자 설명서에 해당 문구를 넣어야 한다. |

| 공중 교환 회선망 또는 FCC Part 68 Subpart A §68.2(a)에 포함되는 사설망에 직접 접속되는 제품은 이 연결에 의한 위해로 공중망 또는 사설망 및 사용자를 보호하기 위해 FCC에 등록된 시험소에서 시험 후 발행된 성적서와 제품에 관련된 제반 서류를 FCC에 등록하는 인증 절차를 거쳐야 한다. 이 인증 제도를 Registration이라 한다. 이 인증 절차를 거친 제품은 FCC에서 부여된 등록번호를 FCC에서 정한 절차에 따라 제품에 부착하고 사용자 설명서에 해당 문구를 넣어야 한다. |
Certification은 FCC에 승인을 받는 제도로 신청자는 FCC로부터 Grantee Code를 부여 받아야 한다.
또한 2000년 6월부터 FCC에서 승인 권한을 민간기구인 13개 TCB (Telecommunications Certification Body)기관에
이양하여 승인을 받고자 하는 업체는 TCB로 승인 신청을 해야 한다.
1998년 10월부터 FCC는 DoC 적용 범위를 Digital Device에서 수신기 등으로 범위를 확대하고 있고, 이전에는 국내 시험소 경우 미국과 MRA 협정이 체결되어 있지 않아 DoC 인증 및 성적서를 발행할 수 없었으나, 한국도 미국과 MRA 협정이 체결되었고, 저희 코스텍도 2006년 5월 FCC 지정 시험기관으로 승인이 나, 현재 DoC 인증을 진행할 수 있습니다.
Verification은 제조자(신청자)가 직접 관련 FCC 규정에 따라 제품시험을 하고 FCC에서 정한 기준을 만족할 경우는 별도의 확인 절차 없이 FCC에서 정한 마크(문구)의 부착 사용이 가능하다. 단, 제조자(신청자)가 기술기준에 의거한 확인 시험이 불가능할 경우 시험소에 의뢰하여 확인 시험을 하고 성적서를 발행 받으면 된다.
Registration은 FCC에 등록을 하는 제도로 2001년 7월부터 FCC에서 승인 권한을 민간기구인 TCB (Telecommunications Certification Body)기관에 이양하여 등록을 받고자 하는 업체는 TCB로 신청을 해야 한다.
Registration 해당 기기는 주의할 점으로 반드시 미국 내에 사후관리 및 A/S를 담당할 회사 또는 사람이 있어야 한다. 또한 FCC 등록 신청서에 반드시 이 업체 명 및 연락처가 기재되어야 한다.
